Capsa Innovation Group LLC is founded by service-disabled veteran Dave Sloniker and is led by a team of distinguished, experienced healthcare and supply chain leaders. We provide expertise and consultative advice for business functions relating to strategic logistics and supply chain management and the medical organizations and solution providers involved in such practices and processes. Our mission is to aid organizations in increasing efficiencies in healthcare at the intersection of operations and supply chain management. Our principal goal is to provide guidance our clients can trust. Capsa implements innovative strategies to create secure, adaptable systems that reduce risks and inefficiencies. Drawing on expertise from DoD, VA and commercial supply chain management, CIG delivers tailored support, marketing, and distribution services.

The logo used by CIG includes three distinct elements. The gold box surrounding the crow hails from the Roman Army’s use of small containers for carrying medical supplies with them into battle. Inside the “capsa” is a crow (symbolic of provisioning, wisdom, intelligence, and transformation) surrounded by a gold supply chain.

Chief Executive Officer

 

Dave Sloniker, MBA, MSS, CMRP, DML is a nationally recognized leader in healthcare supply chain transformation with more than 30 years of experience spanning military, federal, and commercial sectors. A retired U.S. Army Medical Service Corps officer and former member of the Senior Executive Service, he has pioneered large-scale logistics modernization initiatives that improve access, efficiency, and quality of care across the Military Health System, Department of Veterans Affairs, and private industry.


Currently serving as Vice President of Supply Chain Management at TISTA Science and Technology Corporation and Co-Founder of Capsa Innovation Group LLC, Dave drives cross-sector innovation at the intersection of healthcare IT, supply chain modernization, and workforce resiliency. His leadership has consistently delivered forward-looking strategies that strengthen public-private partnerships and elevate patient outcomes in federal healthcare.


At the VA, Dave architected an enterprise supply chain governance model unifying Pharmacy, Prosthetics, Biomedical Engineering, Health IT, Construction, and Facilities Management—laying the foundation for a modernized, patient-centered supply chain. During his Army career, he commanded the 6th Medical Logistics Management Center, directing global contingency operations in support of Combatant Commands, and led healthcare delivery at Rodriguez Army Health Clinic across the Caribbean Basin. He also served as Deputy Program Manager for the Defense Health Agency’s Medical Logistics and Surveillance Systems Portfolio and as Command Inspector General for Army Medicine during the COVID-19 pandemic.


A sought-after speaker and thought leader, Dave contributes regularly to government-industry forums on supply chain resiliency, public-private partnerships, and the future of federal healthcare transformation. He holds master’s degrees in Strategic Studies and Business Administration, a bachelor’s degree in Psychology, and executive education from Harvard, Duke, Penn State, and the Defense Acquisition University.


Beyond his professional endeavors, Dave values family above all—proudly watching his two adult children continue his legacy as Army Medical Service Corps officers. He is also an avid traveler, paddleboarder, and Advanced Rescue Scuba Diver.


Chief Operating Officer


Jerry D. VanVactor, DHA, MBA is a seasoned operations and supply chain executive with over 30 years of leadership experience spanning healthcare systems, corporate enterprises, and the U.S. Army. He drives strategic growth, commercial partnerships, and client engagement, leveraging deep expertise in healthcare administration, supply chain optimization, and organizational change.


Throughout his career, Jerry has led multi-million-dollar healthcare supply chain operations, spearheaded enterprise-wide process improvements, and guided strategic acquisitions and integrations across complex, regulated, routinely highly matrixed environments. His leadership has consistently delivered measurable outcomes, including cost reductions, operational efficiencies, and stronger alignment between supply chain performance and healthcare outcomes.


Jerry is a Doctor of Health Administration and holds master’s degrees in healthcare management, business administration, and global logistics and supply chain management. He is a published thought leader with over 50 academic and trade publications and is recognized nationally for his contributions to healthcare supply chain leadership. His distinguished military career included a post-doctoral research fellowship with the esteemed RAND Corporation and culminated as a senior Medical Service Corps officer; he has served in vice presidency roles since retiring from the military in 2020. Throughout his career he has directed and developed strategic support and sustainment concepts, large-scale supply chain and logistics, as well as healthcare operations across global theaters and in commercial healthcare enterprises.


Jerry brings a unique blend of commercial acumen, healthcare expertise, and military-tested leadership to advance the company’s mission of transforming the federal healthcare supply chain through principled leadership, high reliability thinking, and strategic supply chain mindfulness. 

  

Chief Technology Officer & SVP, Delivery


Dustin Stern, MSIS is a seasoned program management professional with a proven track record of delivering complex projects on time and within budget using SAFe Agile methodologies in multiple organizations. With over 30 years of experience in the industry, Dustin has successfully led cross-functional teams to achieve strategic objectives and drive organizational growth.


Dustin's expertise lies in the meticulous planning, execution, and delivery of programs that align with business goals. By leveraging a deep understanding of project management methodologies and best practices, Dustin ensures that every project is executed with precision and efficiency. Key strengths include risk management, stakeholder communication, and resource optimization, which are critical to the successful delivery of high-impact programs.


Dustin's career is distinguished by a diverse range of experiences, including military service, work with the Department of Veterans Affairs (VA), and collaboration with various vendors. This unique background has equipped Dustin with a comprehensive understanding of both public and private sector operations, enhancing their ability to navigate complex regulatory environments and deliver tailored solutions.


Throughout Dustin's career, they have demonstrated an exceptional ability to manage multiple projects simultaneously, ensuring that all deliverables meet the highest standards of quality. Dustin's leadership style fosters collaboration and innovation, empowering teams to overcome challenges and achieve outstanding results. Dustin's commitment to continuous improvement and excellence in program management has earned them a reputation as a reliable and results-driven professional. 



 Chief Internal Compliance & Training Officer


Joel J. Thomas, MSODL, MHA is a distinguished federal healthcare executive and retired U.S. Army Sergeant Major with more than 32 years of experience in healthcare operations, enterprise risk, and compliance. A nationally recognized subject matter expert in Fraud, Waste, and Abuse (FWA) prevention, he has led enterprise-level investigations, developed risk governance frameworks, and implemented compliance strategies across the Department of Veterans Affairs, Department of Defense, and other federal health systems. Certified in multiple federal compliance, risk, and resilience disciplines, Joel brings deep expertise in risk governance, compliance assurance, and healthcare system integrity—helping clients confidently navigate federal supply chain and contracting environments with accountability and trust. 

 


Vice President, Clinical Integration


LeeAnne Overall, MHSA is a seasoned health care administrative leader with over 26 years of experience in leadership, program, and policy development. LeeAnne has been a trusted advisor to senior officials in the Department of Veterans Affairs, including the VA Secretary and VHA Under Secretary for Health, demonstrating expertise in operational execution, risk management, and stakeholder engagement.


In the role of Supervisory Health System Specialist at the Office of Geriatrics and Extended Care, LeeAnne advised on legislation, policy development, and coalition building. LeeAnne successfully led the implementation of new legislation for national healthcare programs and managed multidisciplinary teams.


As an Executive Officer at the Office of the Assistant Under Secretary for Health for Support, LeeAnne provided strategic direction, budget, and human capital advice for a national-level office. LeeAnne's leadership during the COVID-19 pandemic was crucial in maintaining operations for over 135 medical facilities.


LeeAnne's experience at the Memphis VA Medical Center involved advising the Hospital CEO on Congressional matters, community engagement, and change management. LeeAnne developed community engagement strategies, cultivated partnerships, and created strategic communications plans.


Throughout LeeAnne's career, they have been a trusted advisor on legislative and Congressional engagement, managing facility congressional liaison programs, automating response processes, and developing new partnerships. LeeAnne has also served as a Congressional and Legislative Affairs Program Specialist, providing guidance on legislative analysis, proposal development, and testimony drafting.

  

VP, Supply Chain Systems 


Antonio "Tony" Rivas, MBA-HCA is a seasoned leader with over 40 years of experience transforming logistics and healthcare operations across federal agencies and military environments. His career spans strategic roles in supply chain modernization, IT integration, and global medical logistics, where he’s consistently delivered innovation and operational At the U.S. Department of Veterans Affairs, Antonio led the modernization of more than 30 logistics systems, driving cloud migration and integrating supply chain operations with the nation’s largest electronic health record rollout. His leadership extended to the Middle East, where he managed $118 million in medical logistics and deployed combat support hospitals during the COVID-19 pandemic.


Antonio’s expertise in informatics and acquisition strategy has shaped policy at the highest levels, including his tenure with the Army Surgeon General’s office. He holds an MBA in Health Care Administration, a BS in Business Administration, and is certified in Life Cycle Logistics (Level III).


His contributions have earned him numerous honors, including the Bronze Star, Meritorious Service Medal, and recognition as Army Medical Command Logistics Civilian of the Year.


Antonio brings a rare blend of strategic vision, technical depth, and mission-driven leadership to every challenge he takes on.



Business Development Manager


Amy Wasserman is a seasoned marketing and branding leader with over 30 years of experience driving growth in healthcare, pharmaceuticals, and supply chain innovation. A former Senior Account Executive at Gartner, she partnered with VA/VHA leaders to modernize supply chains, closing multimillion-dollar contracts and earning multiple Presidents Club honors. Amy has also held leadership roles at Takeda Oncology, Sunovion, and Otsuka, consistently ranking among the top in national sales performance.


Beyond her corporate success, Amy is an entrepreneur, creative storyteller, and advocate for mental health awareness. She founded Once Upon A Daisy, a profitable floral workshop studio, and produced the fundraiser This Is My Brave, raising funds for suicide prevention. With 20 years of stand-up comedy experience in NYC clubs and as a finalist on Last Comic Standing, Amy brings humor, resilience, and authenticity to everything she does.


She is passionate about blending business strategy with storytelling to inspire change, build connections, and deliver meaningful impact.
